  * Support the project planning process during initial project setup and during consequent execution
  * Support the Project Manager implementing standard NI project management practices
  * Facilitate project scheduling and forecasting process
  * Key interface for Project Manager to Earned Value Manager / C&P Engineer and IPM Specialist
  * Information Channel for Logistic and F&C departments with information related to forecast vs. actual events
  * Monitor, collect and update relevant information to the rollout activities
  * Report, review and control progress to assure commitments are achieved
  * Management of Operational Contract library (Contract Summary, SoW, SoR, etc)
  * Understand contractual scope of work, constantly contributing that project is deployed accordingly.
  * Control IPM data consistency
  * Documentation management (Storage, control. e.g. ART, PAC/FAC, etc.)
  * Support Risk Management process

  Contribute to project constructability review workshops at home office during engineering activities, in coordination with construction support engineer, and subcontractor’s construction managers.
  Prepares, in coordination with construction subcontractor’s managers, and the project director, the subcontracting and mobilisation plan.
  Prepares the construction schedule in conjunction with the planning engineers with details on specific activities and respective dates of completion.
  Ensure the mobilization of all labor, materials and equipment in the most cost effective and efficient manner to achieve the construction objectives.
  Commence the construction as per guidelines set and ensure the completion of the same as per the above plan.
  Leads the construction management team, fostering continuous inter-discipline coordination to ensure the smooth completion of all activities with minimum interruptions & reworks.
  Promotes excellent working relationships with construction subcontractor team members.
  Ensures continuous construction work fronts availability through preparation and review of look ahead schedules , commodity charts , engineering deliverables and material delivery schedules
  Constantly identify bottlenecks for progress on construction and proactively take action to resolve the same.
  Chairs daily , weekly & monthly internal meetings , and ensures action points are liquidated in a timely manner

  Continuously assess, with the QC & HSE managers, the status of Construction Quality & HSE, and ensures timely closures of corrective actions & non conformances.
  Coordinate and liaison with client/contractor and certifying and regulatory authorities in order to ensure that the project is in compliance with all requirements.
  Ensures proper and timely hand over of systems / subsystems to commissioning teams, and provide assistance as required.

  Main Responsibility :

  • Overall responsibility for the Design and Civil Works Construction of sites.
  • Ensure that Huawei Standard Designs and Specifications are agreed with the Customer and implemented on the Project.
  • Management of local Structural and Electrical Design Consultants to ensure quality of drawings and design.
  • Prepare CW Resources Plan and liaise with CEG.
  • Management of local subcontractors to ensure quality of site construction in line with agreed standards.
  • Minimize cost variations using standard site designs and agreed Bill of Materials.
  • Ensure recruitment of experienced Structural and Electrical Engineers and Site Supervisors.
  • Target setting and performance management.
  • Work closely with site Acquisition team to understand build programmed requirements and ensure adequate resource to meet the programmed.
  • Prepare and manage the Health and Safety plan and ensure all staff, Consultants and Subcontractors are compliant.
  • In co-operation with Regional Project Manager arrange site inspections to ensure construction quality.
  • Agree punch lists with Customer and Subcontractor.
  • Provide appropriate certification to enable Technical Implementation work to start on sites.
  • Obtain timely Preliminary Acceptance Certificate for Civil Works.

  Main Requirements:

  • Substantial experience in Design and Civil Works Construction of network sites.
  • Cultural Awareness. Ability to build relationship and work collaborate across multiple cultures.
  • Strong focus on delivery, rollout target and results.
  • Resilience, ability to maintain control and effectiveness during stressful situations.
  • Must be analytical, able to rationalize data and understand root cause problems.
